A special event that is required to work with the Office of Special Events is a race, parade, festival, market, etc. that is temporary, utilizes public property in the City and County of Denver (including public streets, a park, etc.) and/or requires involvement and approval by more than one city agency.
Commercial photography and film productions that take place on public property including family/senior photo shoots, commercials and feature films all require a Denver film permit when any of the following apply: the cast and crew includes five or more people; takes places in a Denver Park (regardless of cast/crew size); and will block pedestrian or vehicular traffic (regardless of cast/crew size).
